I think the Recent Comments widget on the dashboard isn't meant to 
replace the Edit Comments screen but rather to allow to quickly 
approve/unapprove/set as spam/delete a recent comment.

Perhaps removing the "Reply" from there and replacing it with a link to 
the post and maybe a link to all comments on that post would be better.
