[wp-testers] Automatic upgrade still failing

Very much agree on this. Countless users will not be able to upgrade
and will more than likely blame it on WP for not working as
advertised, than on their host for not being able to handle the thing.
Putting up a clear message about this would prevent much yelling for
this long-awaited feature.
