[wp-testers] need visual clue on dashboard about expanding panels

In preparing my lessons I have been letting some people loose through the
beta. I wanted to see what they could intuit on their own and what needed
explanation. No one picked up that the panels on the dashboard expanded.
When the mouse cursor switched from arrow to 4 way arrow, they knew they
could drag it and would. About half didn't even try to click on the panels
to open them and the others clicked all over to see what would happen. If
they hovered over one that had an edit option like I didn't observe any one
having that problem with the side bar navigation. Although part of that is
people are already familiar with sidebar menus, I think the fact that the
menus had an arrow to the side let them know at a glance that the menu
expanded. I think an arrow next to the title like Right Now would give them
the same instant visual clue, "hey there is more here!"
