[wp-testers] Edit Timestamp area cleanup

The "Edit Timestamp" area on Write Post seems to be a little cluttered.
It's not that easy to use.

My thoughts:

Perhaps it could be all be moved to one line.  And ditch the 24-hour time
(that can't be that good for usability).
Also, maybe change "Edit Timestamp" to "Edit Post Time"?

Unfortunately though, I don't have any other ideas for improvement.  I'm not
sure how a new layout for it could be accomplished.

Anyone else?
