I believe so. It seems like its people signing up for new sites and/or programs then allowing that site or program to email everyone in their address book to see if they too would like to sign up but they forgot that they  have the WP testers address saved in their address book so we get the email too.

Then of course there's the out of office spam from people who didn't think to whitelist the [wp-testers] subject that is added to all the emails, or unsubscribe while they are out.
