[wp-testers] clean install PROBLEM

I just created a new and clean install from trunk #7683. When I´m going to
make the first login I got the error message YOU DON´T HAVE ENOUGHT
PERMITION TO ACCESS THIS PAGE or something like this.

What is going on here??? it´s a clean set up, so how can´t I access my
dashboard for the very first time?

PHP Version: 4.4.1 ; MySQL version: 4.1.11
