I don't know what you use (browser wise), but when I had typed in Tags 
before using the normal WP tag feature. When I clicked in the Tag bar 
window thing, all previous tags showed up for me. I then selected the 
ones I wanted, but clicking on them. Of course it's not perfect, but it 
does work some what. If I noticed alot of tags were in one group from 
before, and there was some that I wanted from another group... I clicked 
for the biggest tag amount, they showed up in Tag bar. Then I selected 
those all, and cut them. Clicked in Tag bar again, chose the one with 
fewest tag group until they showed up in bar.. then I pasted the group 
that had the most in there too... Then just removed ones that I didn't 
think needed to be on it..
