Windows Live Writer can add a title, a slug, and can add in tags in the
body, and with the right plugins (in 2.2+, but haven't found a way in
2.3yet) to add keywords for the meta.

By default, Windows Live Writer has several popular tag options built-in,
such as Technorati, LiveJournal, Flickr, del.icio.us, Ice Rocket, and
there's the option to add CUSTOM tagging.  From the menu at the top of the
screen, select INSERT -> TAGS.  A new box will appear which you can use to
create custom tags.
