[wp-testers] PUT and DELETE not working

I'm trying to get AtomPub working with beta 2.3 from the svn repo. GET
and POST are working but PUT and DELETE currently return 403. It's
nothing to do with wp-app.php because according to the log the request
doesn't get there.  I have a feeling I'm missing something obvious ...
