[wp-testers] Moving from Apache to IIS

Tonight I'm in the middle of moving all of my domains/wp installs
to a new server.
>From Fedora core 6/apache, to IIS/w2k3.

I get this at the top of the page, before a cookie is set.

If i login to wp-admin, everything is fine after that, If i delete the
cookie in the browser,

it comes back!! what gives???
