[wp-testers] nightly builds: publishing with double-byte title

Hi.

I "svn up"ed to get the latest build yesterday, and was suddenly unable
to post with anything in the title.

* Posting OK with nothing in title
* Posting OK with only ascii chars in title
* Posting NOT OK with double-byte chars in title
  - trying to post in Japanese, encoding UTF-8
  - post doesn't show up in the database
* Posting without title and editing is OK
  - Post without title
  - go to Manage tab and edit
  - enter non-ascii title
  - hit Save

Reverting back build by build, I found that the problem recurred back to
build 6180, but was OK in build 6179.
