[wp-testers] Reactivate Plugins (ticket #4176) for 2.2

I'd like to once again champion my ticket #4176 for the "Reactivate All
Plugins" feature for WP 2.2.

C'mon, can't we squeeze this in for the release? I tried to make sure I
covered all the bases for security and error handling. It's low impact,
and it completes the circle of "Deactivate All Plugins".
