Personally, I vote that until our standard PHP requirement is in the
5.2 range, that this be left in a plugin. Its far too much to do by
hand, there haven't been any reliable userspace PHP libraries to
handle it to date (afaik), and PHP 5.2 has the datetime classes that
will support automatic DST switching when necessary.

Until then, plugins can handle it fine.
