[wp-testers] Wordpress UTC Time

Ordinarily, this may be true.  But if you have users who use screenreading
technology, it actually takes longer to set the option than it does to read
the below message.

It's twice a year.
Two times in 365 days.
It takes a moment to do.
In fact it took longer to read this than it would do to perform the task.

And it's wanted in core?
