I am of two minds in this discussion.  We need to make sure that we set it
up so that it's universal.  It can't just work for people in the USA (I type
from Southern Illinois).  This universality might make the form complex and
add too many options that need to be set.  This might make it a bad idea.

On the other hand, WordPress should be as easy to use as possible.  It's
kinda annoying that I have to go in and remember to set the timezone offset
twice a year or my comments and posts will have incorrect timestamps on
them.  This is something that seems like a minor issue, but may increase the
usability for people who want things to just work.
