[wp-testers] Wordpress UTC Time

Possibly if I had a checkbox that comes with wordpress then if a user wants
they can install this mod because they won't all know or want to use it will
they?

If DST is checked is the time +1 or -1 ?

Well there you go.  Add a checkbox for those not using the plugin, and all
is good.
