[wp-testers] Wordpress UTC Time

Where does Wordpress get it's UTC time from. Since, after the daylight
saving time date change, it's now incorrect. If it's being taken from the
server it's on, then it should be correct, since the server I'm on was
patched with the time change. Or is it taken from PHP, that somehow the set
server time doesn't matter?
