[wp-testers] Users.php or profile.php?

I write a plugin (Subscribe2) that hooks a preferences page into the  
Users Menu (profile.php) in WordPress 2.0.x

In WordPress 2.1 the php file for this menu has changed to users.php  
if you are logged in as an "administrator" and profile.php if you are  
logged in as a "subscriber".

Hooking my page into both of these files gives a blank page for  
subscribers and 2 menu items for administrators; only one of which  
actually works.

How should I be hooking into these menus under 2.1?
