Moving on to 4.1 in the future indeed would be great (as you say,
per 2.2 release for example):

- support for unnamed views
  (http://dev.mysql.com/doc/refman/4.1/en/unnamed-views.html)
- more date manipulative functions (datediff for example)
- more supported fieldtypes (timestamp for example)
- etc.

I'm sure the future move (I know, it's a long time away from now) 
would definitely increase query performance and bring along many
benefits.

However, mainstream server packages like Ensim - which lots of server
are powered by - still are running 4.0 by default (don't know for 
sure about cPanel nor Plesk) so one has to cautious about a sudden
swift in versions. Above that the userbase would be narrowed down
immensively: only a select few having the latest versions on their
(mostly shared) hosting will be able to run WP (that's why WP still is
PHP 4 compatible).

2.1 only needs 4.0, but some folks wanted to bump to 4.1 for use by
plugins.  There are still some 4.0 hosts out there though, so I was thinking
maybe we require 4.0 for 2.1 and 4.1 for 2.2 to give people a little more
lead time.
