[wp-testers] Plugin Management Feature addtion

Maybe not. Maybe that's why it's not actually in the core yet. :-)

Personally, I think the solutions is someone to just write the code/ patch
and Trac it. At least then there's code to bicker over. With 23 days, I
gotta think it would have to happen soon.
