[wp-testers] Plugin Management Feature addtion

I suppose they might -- it's not my call, but if they are I can't find
anything in the trunk that pertains to the widget plugins.

The default and classic themes are widgetized, if that's what you mean. But
this only takes effect when a widgets plugin is installed.
