[wp-testers] Error: You do not have sufficient permissions toaccess this page.

Already have been there, I went through all the different steps that
they listed, even if they were for upgrades where mine was a new
install.  I havent upgraded from 1.5 yet and since I seem to be having
this problem I probably wont until it gets fixed.
