Several people have expressed interest in building WP/Plugin upgrade  
notifications into the core.  Obviously, to work, these would have to  
send info about what plugins are installed.  I see no reason why this  
feature couldn't be "sold" very strongly from within WordPress to  
people who don't have it turned on.  We'd obviously have to tell them  
that some anonymous information would be collected.  As long as we  
don't turn it on by default, I doubt there will be a big to-do.
