There is no way of knowing the full WP user base, only subsets of it.
For example - a search on Google looking for the wp-login page will get 
you 2.5million+ hits, but that's not an accurate number by any means...

Also WordPress.com uses WordPress MU, which is a related, but not the 
same, package to the normal WordPress package.

There are no hard and fast numbers with WordPress really, there are with 
WP.com, but that's almost a completely different situation...
