[wp-testers] No hook for quicktags?

Hey all,

Just surfing through the latest WP code and I notice the_quicktags 
function doesn't have any plugin hook?  Any reason for this?  Maybe make 
it a pluggable-function?  I'm looking to replace the default quicktags 
with a Markdown/Textile friendly version without needing to hack core 
files and/or overwrite the quicktags.js file.  Any thoughts?
