Based on the meetup
http://codex.wordpress.org/IRC_Meetups/2006/January/January25RawLog I've
create the following document:

That article is to serve as an index to the various testing reponsibilities
outlined by http://codex.wordpress.org/User:Matt/WordPress_Responsibilities

I also created the first Testing page,
http://codex.wordpress.org/Testing/XML-RPC_and_Atom_API

If someone would like to edit that document (Testing/XML-RPC and ATOM API)
so as to make it a sample for the other Testing documents I will take that
'template' and apply it to the other pages as I create them.

Also, if you have any better description for any of the sections listed in
http://codex.wordpress.org/Testing please feel free to revise them.
