[wp-testers] Plugins pages

I am using svn  ( External at revision 4785.At revision 3478 ) on a test
box.
And I think there is a problem with plugins. The first plugin on the page ,
is always active and when I click on deactivate to it shows up as active. Is
there any thing wrong.

I think there may be some problem how the array or active and deactivate
sate is created and the js script but I may be totally wrong.
