Yes, I think that the default should remain RTE "on."  In the future,  
there should be an accessible but non-obtrusive "Switch to plain text  
editor" button located somewhere above the fold on the Write screen.   
Someone (Andy?) said that it might be feasible to even have it  
handled "live" (that is, you type some text into RTE, click the  
button, and the text you had typed into the RTE seamlessly appears in  
the regular editor, all without a page reload!)
