[wp-testers] Invalid XHTML Code from wp_list_cats

I'm running the latest svn build of WP2.1

I noiced that wp_list_cats is not closing the </li> and so doesn't validate
as XHTML

1.5.3-beta and it validates.

something changed during one of the svn builds that caused this problem. Can
someone else confirm it.
