[wp-testers] User Level rules?

Can anyone explain to me?
and how to set, the best set that I want like this
User can posting and edit their own post. 
What Must I set level to this user. 
Author? Editor?

I was try to set to Editor but why the user can edit all post? includes Administrator post? If I set to author the user only success post but user can't edit their post.

Please help.
