Perhaps then someone could update the wording of the Codex, as it
seems to imply that one can expect all rewrite rules to pass through
the 'mod_rewrite_rules' filter  (

"This function also has a filter, mod_rewrite_rules, which will pass
functions the string of all the rules, including the <IfModule>
surrounding section."
