I checked another install and it does not have what I described.
Both installs are using revision 4037, though I noted the problem with
the /six/ blog before running update.

The blog with the problem has default theme, Hello Dolly active.

The blog without the problem has the Tiny theme, UTW and BB active.

Odd.
