[wp-testers] ASCII translations/WYSIWYG

While it might be nice to be able to turn fancy quotes off, I don't think
that's the issue here. The issue is that WP shouldn't be replacing entities
with literal characters.

Is this only an issue with the WYSIWYG editor?
