[wp-testers] Permalinks in 1.6

I mentioned this yesterday (".htaccess problems). An earlier build of
1.6created .htaccess, but for the past week or two it hasn't.

If this is a "feature," it's certainly not appreciated by me -- adding
index.php just makes the address messy.
