[wp-testers] .htaccess issues

I just installed the 2005-11-16 nightly build and it won't edit the
.htaccess. I was getting cache errors when I first installed, so I disabled
the perpetual cache in wp-config, if that has any bearing.

I've tried changing permissions on the empty .htacces (which WP did not
create, I just put an empty one up manually), I tried changing permissions
on the folder, I tried refreshing and trying different address templates.

Any ideas?
