Here's what my plugin does in previous versions: it allows you to
choose one of your pages to be "home" page instead of the posts or
instead of creating a home.php file.  It works in 1.5.2 but not in the
latest 1.6, by rewriting requests for / to whatever page.

I can't see any reason why WordPress should exclude the rewrite rules
*only* for the root page.
