[wp-testers] rewrite rules in the top level directory

It seems 1.6 no longer applies rewrite rules (except obviously the
ones in .htaccess) when just the "Blog Address URL" alone is
requested.

For example, just a few days ago I could add a rewrite directive
prefixed with something like "/?$" to the rewrite rules array, say
through the filter hook "rewrite_rules_array," and thereby customize
what loads when someone requests the top-level directory.

I can't find where the change occurred.  Does anyone know if it was
deliberate and if so, why?
