[wp-testers] Bug? Uploaded links create invalid XHTML

Used the "send to editor" action for an uploaded file. The HTML that is inserted into the POST is:

<a id="21" rel="attachment" title="BoardMinutes12-11-2005.pdf" href="http://www.jsqspot.org/trustees/?attachment_id=21">

Clicking on "Valid XHTML" in sidebar of default template results in this for each post containing an uploaded object:

Line 63 column 67: value of attribute "id" invalid: "2" cannot start a name.
...12-11-2005.pdf" rel="attachment" id="21" href="http://www.jsqspot.org/trustee..."
It is possible that you violated the naming convention for this attribute. For example, id and name attributes must begin with a letter, not a digit.

Is this a bug? If so, where do we report such things. I followed the "file responsible bug reports" link on the wp-testers page and that led me to what appears to be bug reports for 1.5.
