We should be able to do it without using AJAX and without saving the post.

An AJAX save would be a nice feature but that's not my point. We take
the content out of the RTE and format it when we use the HTML editor.
We already load the quicktags script as a fallback. Why not have a
button the grabs the content, filters it for plain editing, hides the
RTE using the new .zerosize class in wp-admin.css, exposes the
quicktags and the simple textarea, populates the textarea and rubs
your feet. Another button could do the reverse.

Of course, anyone with the RTE option disabled would not be burdened
with the hidden load of TinyMCE, so they would not be able to switch
to the RTE. The proposed function would not alter the user's RTE
option setting.
