[wp-testers] MCE <p> </p> not seen when editing existing comments

I want to add something to this issue , when you start a blank post IE&FF
behave differntly with TinyMCE!

IE(6) shows a <p> </p> in HTML View
But FF(1.5) Shows up nothing in HTML View

A bug?
