[wp-testers] Smart Quotes and Commenting

It would, but according to PHP.net's page [http://php.net/htmlentities], it
looks like it would print html tags as tags, not the actions of the tags. (I
could be wrong -- the only thing I know about it is what I read off that
page.)
How would we descriminate the symobls from the html?
