Yeah, I submitted a proper patch for it two days ago and marked it for 
commit.  Just waiting for Ryan or Matt to embark on one of their 
bi-weekly commit marathons and put it in!

If you go here, you can see a list of all issues that have a working 
patch, and have been recommended for commit by someone who (hopefully) 
knows what they are talking about.

The problem with this particular bug was that 'home' is not set on 
install (or upgrade), so it is blank.  The patch makes sure than on 
install or upgrade, if 'home' is blank, it is set to the same thing as 
'siteurl', so that link at the end works!
