[wp-testers] Quicktags

[Crank!]

I've been working with tinyMCE for a little while on another system. It has 
many features not implemented so far that will likely do a good chunk of 
what you'd need. It also has a community that develop new plugs for it, so I 
think this is a good choice for a rich text editor for sure.
