[wp-testers] Pingback behavior

Fair enough.  It'd be nice if we could turn pingback sending off on a 
per instance basis (as you used to be able to do in 1.2).  It's silly 
to send two pingbacks back to back after having only changed some typos 
near the bottom of the post.  It's another reason why I feel this all 
or nothing pingback sending setting in 1.5 is annoying.
