[wp-testers] Blockquotes Problem

In the 4/6 nightly, when I write a post and hit Blockquotes it jumps a 
couple lines. Does it when I close Blockquotes too.  Didn't use to do 
that. <ol> and </ol> does this too, and there is no close tag for img.
