[wp-pro] WPMU modifications

Requesting a bid for some WPMU work.

WPMU needs to be altered/extended as follows:

- Blogs will be pay only, one domain per blog
- Different "packages" will represent group of features
-- Feature additions may be simplified by enabling/disabling plugins
-- Ability to selectively add on different features on top of the packages
- Tie in with OSS billing system of choice (I'm leaning towards 
citrusDB, but am open to whatever)
