[wp-pro] Custom plugin needed: assign category to attachment

Hi, all,

I'm looking for a plugin that will let me assign a single
(previously-existing) category to an uploaded attachment.

My use scenario is that many posts are going to be accompanied by
several predictable documents (an agenda and meeting minutes being the
standard ones); I want to have "document archives" where someone can
view a list of all agendas, regardless of what post they're attached
to, or all minutes. Categories are the simplest solution I've come up
with for this need.

This category assignment could happen in the upload dialog and/or the
media gallery, or as part of an expanding pane below the editor. I'm
not too particular, as long as it allows each attachment to have a
different category, and is easy-to-use (this will be used by
potentially less-tech-savvy volunteers in the organization).

I'd like the category selection to be limited to an admin-defined set;
for instance, perhaps there's a list of all existing categories in the
plugin config options, and the admin checks a box next to each
category to be included. This would help the volunteers avoid
overwhelm and mis-categorization.
