It's probably better (and safer) to simply require that potential 
applicants reside in the USA, read and write English fluently (or 
whatever languages you prefer), and have the appropriate paperwork that 
allows them to work while in the USA if they are not a citizen.

It might be against some sort of law to require that someone be a 
citizen, but it's not against the law to require that someone be IN the 
country.
