Hi,
 
When trying to import a backup using import.php, I received a white web page
("Done.") 
I tried the following: optimising the database, re-uploading the page to the
server, re-installing the latest version of WordPress.
 
Now I can't access even the install.php to set up WP 2.3.1. (which is fully
uploaded).

No, I don't have a DB backup, only an .xml file to import.
