[wp-polyglots] Mongolian translation

Hi all,

My name is Tsetsbold, and I am from Mongolia. I would like to work on
Mongolian translation and, make sure if there is a Mongolian translation
team or not. If there is none, I would like volunteer to be a maintainer for
Mongolian language translation.

I have contributed OpenOffice.org and Joomla l10n.
